Trump adjusts Section 232 tariff calculation methods for steel, aluminum, and copper
President Trump signed a proclamation adjusting the Section 232 tariff calculation methods for imports of steel, aluminum, copper, and derivative products. The new rules take effect on April 6, with goods made almost entirely of these metals facing a 50% tariff, while derivative products "substantially" made of these metals face a 25% tariff. UK products are subject to lower rates, and tariffs on certain industrial equipment remain in place until 2027.

The Trump administration is adjusting the calculation method for tariffs on steel, aluminum, and copper imports and derivative products under Section 232 of the Trade Expansion Act of 1962. According to aproclamationsigned by President Trump on Thursday, the relevant adjustments have been officially announced.
Under the new rules, which will take effect on April 6, goods made almost entirely of aluminum, steel, or copper (including steel coils and aluminum plates) will be subject to a 50% tariff on their value. Afact sheetreleased by the White House shows that derivative products "substantially" made of steel, aluminum, or copper will face a 25% tariff. According to alistprovided by the White House, such products include semi-trailers and trailers.
Trump made clear that lower tariff rates will apply to steel and aluminum products from the United Kingdom. If such goods are made almost entirely of these metals, they will face a 25% tariff; derivative products will face a 15% tariff. Trump also stated that the new rules do not change or replace previous agreements with trade partners such as theEuropean Union、JapanandSouth Korea.
Meanwhile, according to the fact sheet, the administration also set a 15% tariff rate for "certain industrial equipment and grid equipment that are not metal-sensitive," and a 10% tariff on imported goods made entirely with U.S. steel, aluminum, or copper. The equipment tariff rates will remain in effect until 2027.
Finally, the proclamation states that Section 232 tariffs will no longer apply to goods with a steel, aluminum, or copper content of no more than 15%.
Trump firstintroduced new tariffs on steel and aluminum productsmore than a year ago, and laterraised them to 50%. Meanwhile, copper imports have beenfacing a 50% tariff。
since last August. For steel and aluminum tariffs, Trump laterexpanded the scope of covered goodsto include locomotives, motorcycles, truck trailers, and certain auto parts, as well as numerous household appliances such as refrigerators, dishwashers, stoves, ovens, washing machines, and microwaves.
As part of Thursday's proclamation, Trump terminated the process established in previous executive orders to include additional derivative products within the scope of metal tariffs. Cabinet officials will instead decide on a rolling basis whether additional derivative goods should be included in the tariff scope.
Beyond steel, aluminum, and copper, Trump has also used Section 232 to impose tariffs on other goods, such asautomobiles and auto parts、furniture、heavy trucks and buses. His administration is also conducting Section 232 investigations into several other industries, includingcommercial aircraft and jet engines、robots and industrial equipment, andmedical devices。
